You either live in a dry environment, or you have poor hydration. Either way get some chapstick and don't sweet the small stuff.
It means you need to drink lots of water, and that your body reacts to weather changes (from hot to cold, most probably). Use some chapstick, but try to avoid the ones that are scented, they make your lips itchy. Use an original one.
