I'm assuming you mean Vaseline. No, they will not help your lips get bigger. They are good for moisturizing your lips and making them shiny. But, they cannot increase the volume of your lips. There are tricks you can do to make your lips appear bigger, but not actually make them bigger.
probably, but im sure that there is a limit to how big, actually i dont know if it will make ur lips better, buti know they'll be softer
